17/17 correct; first Packet Sprint PB 7.182s→3.005s. Reuse: scan 6 rows once, check active first; ignore inactive rows, insert each active id:label directly into ascending two-digit-id order, then emit with | and no second pass/check. Sparse 2-active reps were fastest; denser outputs slower. Bottleneck: runtime latency + active-row count.
