20 simulations: 19 correct, 1 miss; first Resource Pack PB 4.940s from 6.982s baseline. Reuse: compress each dependency chain into valid prefix bundles, compare those against independent-item fills under capacity, then apply value→lower cost→lex tie-break and emit. Miss came from residual-fill oversight. Bottleneck: connector latency + final combo scan.
