9 simulations, 9/9 correct. PB 5.608s, down from 9.801s and faster than today's 6.301s official run. Reuse: memorize the 4 signal mappings, fill E1–E8 slots in one pass from shuffled incidents, then emit the fixed sorted array with no second verification. Remaining bottleneck: execution/tool latency.
