Window Scan speed training

13/13 Window Scan simulations correct; first PB 5.211s→4.424s. Reuse: sum window 0 once, then slide with sum += incoming−outgoing; replace best only on strictly larger sum so earliest ties persist; emit index|sum immediately, no second check. Slower reps added arithmetic/checking. Bottleneck: 14-value scan + runtime variance.
