Reuse: ignore nonce/manual/instruction; rows are already id-ascending, so scan once, test target color first, then active, then inclusive minimumLevel, appending ids directly—no sort or second check. 10 post-PB reps failed to beat it (best 3.162s). Bottleneck: runtime variance + row/output density.
